The Clinics were organised by Federacion Peruana de Vela and coordinated by national judge Jorge Barreda. The sessions took place at the Club de Regatas Lima (south side of Lima Bay) the most important club in the region with impressive facilities.
The main purpose of the clinics was to provide instruction to Race Officials on rules and management procedures in order to increase their level and knowledge and starting a path to build a national race officials training and certification scheme.

The Race Management clinic was attended by 18 people; 16 from the host country and two from Ecuador. Attention was given to event preparation with special emphasis in careful plannification. All aspects on race management on the water were also covered.
Most of them repeated clinic attending the Judges clinic on 19 and 20 October. 16 attendants, 13 from Peru, one from Ecuador and two from Chile.

Part 2 was thoroughly reviewed. Attendants were invited to comment on several sample diagrams of right-of-way situations enabling them to exchange opinions and provoking interesting discussions. Rule 42 video and interpretations was object of a considerable time. Much time was dedicated to jury panel procedures and hearing techniques with some exercises on writing protest decisions.
An intensive programme of more than 16 hours in two days was followed in each clinic. There was good ambience and participation throughout the clinics and it was an unanimous consensus about the usefulness of them.
At the end of each clinic a time was reserved to ask detailed questions of their particular interest, something that was very much appreciated.
